It tells us water is leaving the system somewhere past the meter. It does not say where. A running toilet does the same thing. We find the line before we quote it.
I shut the house valve and water still runs in the yard. Why?
The leak is upstream of your valve, between it and the meter. Leave the meter alone; that is utility equipment. Call and tell us the valve is closed.
